New to coin collecting however I was searching Kennedy halves yesterday and found this. I'm not sure if this is a clad error...or a counterfeiting attempt. Any ideas would be great

As Coinfrog ribbeted, its post mint damage. There is noting in the minting process that could do this. Counterfeiting is generally not done on a clad Kennedy 50¢ cent piece since few people use them and the effort to do so would not be worth it.
