I don't think it's a clash, but it does look like a strong example of Progressive Indirect Design Transfer, also known as PIDT. It can be found on lots of Lincoln Wheat cents. http://www.error-ref.com/progressiv...gn-transfer/

These are often seen on pre-1930 branch mint coins in particular.

I have a number of these myself...and I would love to find a heavily clashed Wheat cent myself.
