I've seen this before, very nice. I am looking at medalists from France and Belgium right now. In the upper left corner it has something that resembles a monogram but can't be sure. Looks like P under an X with maybe an A in there too.

This plaque does not have Hallmarks so I think is not France, I think is belgium, Belgium medals and plaque rarely have hallmarks.

Nice detective work @tng. I note that the seller also mentioned a date of ca. 1930 for this piece. The initials PAX are tough because we get so many hits to Christian works, but I'll see if I can find anything more to add.
