If it has the same markings on both sides, it wouldn't be a coin.
Probably some sort of token or medallion from 1998.
Perhaps another member might be able to identify country of origin.

It looks like a Canadian $2 planchet, but this is definitely not a Canadian coin. I'm not sure if Canada exported some of its blank planchets in 1998.
