Looks to me like PMD. I can't imagine something that could have happened at the mint that would cause such an issue.

Jt your statement is irrefutable, I theorise that it was held stationary, by man, or jammed stuck tight(in a juke box?) whilst it was rubbed out.

Definitely happened after it left the mint or else the reverse would
be weak in the area that was missing on the Obverse.
Just another damaged cent.

Most likely from the looks of it as others have mentioned, the damage appears to be intentional. Interesting, but not an error and no premium I'm afraid.
