Yes there might have been some zinc dust on the blank when it was copper plated.

I totally agree with Spence and Dearborn, your " struck through dirt" is actually zinc dust. I have personally opened brand new rolls upon rolls where every single coin looked exactly like your cent. There appears to be little or no quality control at the U.S. mints these days. Chemical water spots are another huge issue in production. Spend them and don't look back!

Laminations do not happen on copper plated coins.

Agree with all above. Too, it appears there may (may...) be some 'early' split plating going on with the mint mark.

Mintmark area looks like split plating on that area.
