Incuse marks (lower than the design) could just be contact damage. If it were a doubled die, then it would be raised/enlarged on that area of the design. With the area missing details, it could be a Grease Fill issue. So that would prevent to tops of devices from not being struck up. So it could be a combination of both, but not a plus for the coin.

I was also looking at the wing beneith the fg. They are indented with lines also

I've seen green grease stuck to fresh coins like that visible in your photos, but people say the mint uses black gre ASE
