I was going to say Lamination, but I think it might be a Retained Struck Through error. We'll see what the others have to say.

yes it is a 'thing' if a lamination came off another previously struck planchet/coin it could have remained and got struck onto this one.
It does not appear like any lamination I have seen before, so struck through makes sense.

I'm thinking lam. I call them flaps. I put a small piece of paper under the flap and put them in 2x2 so you can see the flap.
