I bought this coin for a dollar and I dont know anything about it. Any thoughts?

It's Chinese. In China at the time, there were 1000 cash to a dollar, so a 10 cash coin was equivalent to 1 cent. "Hu-Peh" Province is spelled Hubei these days.

This one appears to be Krause Y# 120a.4, with the V in province being an upside-down A.
