I thought this must have been struck on a 50 stotinki planchet but I am confused. The coin looks like it is brass, it weighs 2.92 grams (vs. 50s of 3.0g), but measures 20.0mm (vs. the 50s of 21.2mm). The edge on all of the 1992 coins is reeded (per SCWC). The edge on this one is smooth.
I think you are correct. Weight is close enough. Planchets start out smaller than the finished coin. The Lev is probably thicker than the Stotinki so there was not enough pressure to expand the planchet. The reeded edge is applied by the collar die, without enough metal a centered planchet would not expand enough to make contact with the collar and would not be reeded.
