As Sap has already mentioned, it is a TEN CASH coin.
The Chinese inscription identifies the coin as having been minted in Jiangsu (Kiangsu) Province (江蘇省) so the "dragon" side will have the English words "KIANG-SOO".
In the very middle of the the Chinese side are the Manchu characters pronounced "boo su" which also identifies the mint as being in Jiangsu.
These coins are very common. During the period 1901-1906, it is estimated that more than 880 million of these 10 cash coins were produced in Jiangsu.
