There are two things that tell me that this is a struck through a capped die.

1. The Memorial base through the head.
2. The edges next to the rim are not sharp, but tapered. Because the die is capped, the edge of the die is prevented from making the squared edge that we always see. On the obverse, there would be no way for grease to prevent the strike, as it is already covered with a die cap. On the reverse you could see any problem with a grease strike, but not on the obverse.
