Being a 1959 it probably would not have been through a foil plating, but a struck through debris that was added to the coin. Laminations tend to run in a straight line. This isn't. It folds over the rim.

The areas where it looks peeled, actually roll up towards the rim and not is a flap up there.

On the 'R' it split off and folds up to the rim making a second (or third) layer there.
