Picked this up with a bunch of other coins. I noticed it had an area that looked like someone had tried to fill. My Question is does this seriously detract from the coin?

Sorry the pictures are not the greatest. Suggestions on an inexpensive camera I can get good pictures of coins?

Your title said 1853 but your picture is a 1854? Yep it does decrease the coins desirability.

It reduces the value extremely significantly, unfortunately. There are plenty of un-damaged examples out there for this date.
