The Chinese are also making these garbage coins in silver. A junk metal version runs around $1.50 and a silver coin made from the same dies runs just under 20 bucks. These are both counterfeit no matter what a dealer is paying for them.
As to why would a dealer pay that...you'd have to ask him or her. As for these getting into a TPG slab of any of the grading services...good luck.

These are clearly counterfeits. If you don't believe us, have the coins graded by one of the top 4 TPGs and post a pic of the slabs.

You've gotten good answers. you just don't want to believe them. As I said in my earlier post both of these are from the SAME rev die and that just isn't going to happen on coins struck 12 years apart.
