Check to see if this is glue? Usually a die chip will affect just the field area, and not the top of the devices. But sometimes it does affect the devices, but your coin looks like it maybe a glue drop or something on the coin?

hi Coop. Not sure how to do that without damage to the coin. Toothpick didn' affect it. Looks like a chip to me by color and position. but you may be right. next step?

You can try soaking in pure acetone, which would remove glue without harming the coin. Looks like a die chip to me but I could be wrong.
