Is the question the doubling or the scratches? Please spell out your questions/concerns. Thanks.

The date is showing Machine Doubling, the scratches are PMD. The fingerprints are damage as well.

On the DDO's that year, there is a clue for them:
1972-Lincoln-Another-One
Note on these that the '9' is affected on the DDO's? But on your coin, the Machine Doubling affected that area, but didn't affect the '9' at 11:00. Take a look at these examples and note that the stronger the die doubling, the more that area is affected. But your is not a doubled die.
