As mention the die was polished after Ridge Ring was noticed. When polished, it remove more the devices that were highest, thus making them weaker and that is what you are seeing.
OK, there are reference pages on coins out there that we can look at. But I'm not going to look at and compare EVERY single quarter that was minted from 1932 to present to see if you have a doubling match on your unknown year quarter.
For now, I'll fall back and just call in possible Machine Doubling (not an error).
