I've seen many slabbed FS that were in worse shape...I'd give this a FS designation.

IMO the TPG are so inconsistent in how they apply a FS designation that it's really guesswork how this coin would be viewed. Despite the scratch across multiple steps (above the C & E) I say this would be considered full steps.

Outstanding steps! Obviously that Reverse of 1940 is still super sharp. I would go so far as to predict that ANACS and NGC would grade this 6FS.
That's assuming that the rest of the coin graded MS and not AU.
Overall a great find, congrats. =)
