I bought a few proof sets off of craigslist and I am wondering if the Ikes are silver or not. Is there a way to know or not?

Only the Brown, Blue, and 1976 3 piece SMS Ike's were 40% silver.

Correct. All silver Eisenhower dollars were sold individually (brown box for proof, blue pack for uncirculated); with the exception of the 1976 issue in the three coin set (included with Half Dollar and Quarter Dollar).

All of the Eisenhower dollars included in the annual six-coin proof sets (1973 to 1978) were clad.
