Looks like Machine Doubling to me, but sometimes they fool me.

i have a 1994 and 1993 quarter with exactly the same doublding... was beginning to question it also myself.

Abraded die doubling. A good example of a coin struck with a worn out die. Now keep it as a comparison example.
