Here is a 1998-D quarter. I believe it has doubling on the beak and the U in unum on the reverse. See what you think? I also think there is some slight doubling on the moto and there is a die crack on the neck at the initials.

Machine doubling...a doubled die on the beak of the eagle would produce two separate beak tips. Now keep it, mark it, and you'll have a comparison example.
