I'm with shaft. F-15. That liberty looks pretty full, though other weaknesses in the feathers etc would keep it from a VF.

I think the details warrant a VF grade. However, the weaknesses in the strike and soft details would make it worth F15 IMO.

Full LIBERTY, defined headband/hair, look at the hair/ribbon junction, necklace well-defined.
But yeah--a little weak in the feathers, legends. Still, hard to judge a coin photo by what I don't see.
