The bubbly dimples all over the background surfaces on both sides is an attempt to re-create the porous cast surface of a genuine cash coin. Yes, it is a modern Chinese charm with the inscription zhao cai jin bao which translates as "attracts wealth and treasure" and means money and treasures will be plentiful. The reverse side has a dragon on the left and a phoenix on the right. There also exists old Chinese charms displaying the same four Chinese characters cleverly combined into one character.
