all the letters are raised up much higher than normal though.. especially the liberty

Very worn dies can produce a wobbly, doubling effect in the serifs of the Letters on a coin, and, are quite common, especially Rosies...Denver pushed their dies to the max in the 1970's, creating some pretty sloppy coinage.
