1971 D Kennedy Half, Why?

I found this 1971 D half today in a roll. I have never seen a mirrored surface this prooflike before in my life. It is virtually a mirror, you can see from the closeup that even my fingerprints can be seen on it. Did they come like this or is something wrong with this coin?

It could be Polished or plated. Why? Boredom?

Obviously plated, looks more like sand than a mirror.
