Hi All,

Can anyone say if this an error on the coin?

I am talking about the arc under the text "sir henry parkes 1815-1896".

The back of the coin has no such blemish.

I run my fingernail over the arc blemish but I can't feel anything

It looks like a scratch or pencil mark to me.

can't wash it off, it's permanent.

who determines if the coin has a mint made error or if someone just stuffs a coin up and says "look mint error"

There are certain errors that can happen in the production of a coin. These are called mint errors, after they have left the mint; they are no longer errors but post mint damage.

so when you get thoise full/semi circles inscribed on a coin its from a old 80's coke vending machine , I see alot of coin with this pattern

I'not sure if the marks come from a vending machine but more likely from a coin rolling machine. Never the less still pretty common and annoying PMD especially when it occurs on a rarer coin.
