I'm inclined agree with Sky. Arcadius with a possible reverse of:

arcadius was the first thing that popped in my head. I thought maybe it was a vicotoia avggg, but look like you can see that "v" there at 9 o'clcok on the reverse...so I'm with bing on this one.

Arcadius is what popped into my haed first, but I find it hard to differentiate him from Theodosius 1 and 2 often times.
