I would say scratched (the ink came off a lot easier on the older $5 notes).

I also think a solvent or abrasion has done this, and to back up the opinion, have a look at the gaps in the hair. The background lines are also missing/blurred.
Also (and this applies to any "is this a genuine error" type of question)

HOW would it occur during production?

Every genuine error has a proper explanation of how it came about during production.
As far as I can see, this has none.
