To be honest I dont think it would if all the sets were sent out with it although if you can find out that it wasnt sent out in all the sets it may increase its value slightly.
Once in a while ebay sellers include a reference to or a photo of this slip in their sale blurb but it doesn't seem to be influencing prices being paid for 1999 sets.
I have sets that have the slip and others that don't but I'm also not sure whether all sets included the slip.
If a banknote itself contains an error, then that could be worth a lot. I saw euro notes with printing defect and they were put up for auction for a car's price.
In your case: it might add some value, but it cannot be known for sure. It would be a lot better if the note itself were unique. Also: how many of these "defect sets" were made... that also counts. The less, the better for you.
