To me it doesn't look like a high nine... I usually take a straight edge and run it from the top of the "1" to the end "9"... and look to see if there's a gap from the straight edge to the top of the "2".... if there's a gap the "9" would be high. From your picture there is a very slight gap but it's not as significant as some of the high 9's I've seen, but perhaps someone else will chime in and really I hope I'm wrong!
As for grade... I would put it between VF - 20 & VF -30 leaning a bit more towards the vf-20
