Its part of a mint set still in original packaging. The nickel has some problems too in fact several of the coins lack detail. Thanks Report this Post to the Staff

SPP-Ottawa Moderator Canada 10464 Posts	Posted 08/29/2013 10:37 pm Common on several years of nickel dollars... this is a function of the rolling the nickel sheets, prior to the planchets being cut. Rolling marks are always parallel and can be seen through the devices and the fields. Most commonly seen on the 1968 nickel dollars, I suspect the mint was not quite prepared for striking such large coins made from pure nickel, in the transition from the silver dollars.
