That's a very common feature on plated coins, especially ones given a quick'n'cheap plate job. They have to attach the wires for the electroplating somewhere, and when they break the wires off again, there are two small holes left behind in the plating.
It's one of those Home Shopping Network silver-plated "specials", I suspect.
