NGC graded 1913 BL. Guess NGC and ICCS.

My guess would be that ICCS would assign grade of F-15, maybe VF20 on this coin - looks like it's in an NGC slab - not as familiar with their grading standards as I've studied ICCS trends much more - but in general, even though I've been critical of consistency of ICCS, I would accept their assignment over most American 3rd party opinions on Canadian coins (which are usually a step higher on avg), except for PCGS when it comes to MS+ grades.

I would guess that ICCS would grade it VG-10 or F-12. and maybe I'm stretching it at F-12 Here's what a VF-30 by ICCS looks like. Sadly the label is clear ,..but the coin is still a bit blurry..One day I'll maybe get is right... I have no idea how the other TPG's would grade your coin. Here is a better view of my ICCS VF-30 ..1913 BL 10 cents   . . .

I don't know enough of individual TPGs to contribute on that level, but due to peer pressure from ^ I will submit my grade opinion, for what it's worth: F-15.

I'm more accustomed to MS grading, but I would say ICCS VF, NGC EF.

ICCS can be brutally strict and hard on a perceived grade.. when the coin starts to show wear.

ICCS used to have a well-earned reputation for consistent, but ultra-conservative grade assignments - hence the multitude of coins which have been removed from those holders for purpose of selling raw, or submitting for re-grade from a less conservative grading company.
However - in recent years the consistency has gone out the window, and you're just as likely to find an example in ICCS holder that has not been graded "brutally strict and hard" - but rather, quite lenient and soft.
Particularly if the coin was submitted by a "volume" dealer / customer.

Mine were all done at one time in a very large lot in the 90's but I have to agree with you that recent grade offerings here are a lot more "lenient and soft". SPP ...keeps getting great coins and immediately pops them.. and off to PCGS they go. What does he know that we don't know..?..  ...Answer.."A lot". He surely must know what he's doing..........

Most people do not realize that grading at ICCS is now done by Scott... he has been doing so for a few years now.
Brian has done a ton for this hobby, not only with his certification service, but his publications in the CN Journal on Victorian varieties and Canadian tokens. But, Brian's eyesight is not as sharp as it used to be....
Some people call it grading creep, some people call it preferential service with high volume customers... but I think it simply boils down to the fact you are now getting a different opinion of grade - and that is all they really offer - an opinion.

3rd party graders are certainly only "expressing an opinion" - hopefully if you are paying for it, or are relying on it as confidence in your purchase / investment, it will be a correct one.
Unfortunately, whether due to the pressures of business demands, or preferential service, or any number of other factors - there's no doubt that within the industry of 3rd party grading, whether you call it "grade creep" or whatever, there has been a degradation in the assumption that coins in 3rd party holders / slabs are any more accurately / correctly graded than most experienced & knowledgeable collectors could do themselves.

Personally, I'm finding Scott's grading (present time) at ICCS MORE strict than Brian's grading in his later years (last 2 to 3 years).

ICCS VF20, NGC VF30.
Edit: If this coin is cross-graded, I'll say VF-20 each, since it was in the ICCS holder first.
