VF35 is fair if there's no luster. I had a very similar 1807 DBH that was also graded VF35 and I resubmitted it and it came back VF35.

It looked like a 40 to me and PCGS is tough on the jump from 35 to 40 with this series. Your coin alos shows signs of an old, light cleaning that could hurt it a touch. Be happy with it as a beautiful piece of American history.
