I found that the front/back centring of this note was pretty off when I held it up to the light. Is there a specific term for this? Does it also lower the value like if it was cut not evenly distanced from the sides?

It does. An UNC note for example might get a 64 instead of a 65 due to it being off center.

Apparently American stamp collectors are very touchy about minute off-centering in their stamps (it lowers the value!!). You can actually get the centered-ness appraised by machine and a number grade assigned.

Hopefully it can be stopped before it spreads to banknotes.
