Pictures attached of what should be a medieval seal. Material lead. The fabric, feel, is very close to that of a Papal Bulla. The crossed keys is a very over used symbol in heraldry although I believe they were also used by the papacy.

Approximately 40mm.

Wasn't having much luck until I could make out the word VENAYSINI on the right of the legend in the second pic: Medieval Latin for "Venaissin," the Comtat Venaissin being the papal state surrounding the city of Avignon.
This is a lead bulla of Pope Clement V. This numismatic museum has one:

I cannot tell you how many hours I spent trying to find some thread to pull on with this seal. Philadelphian is absolutely correct and one you take the full legend and do a Google search I located 5-6 reference books (all in French of course) that indicate this is a papal bulla of Clement V, of Avignon.
