You'd have to be pretty naive to buy an unslabbed 1916-D. Too many pretend ones out there. And just ask yourself why anyone with a real 1916-D wouldn't sent it to a TPG which would increase it's value significantly.

Anyone that buys raw, key date coins on ebay is risking their hard earned money. It is a Wild West show on ebay again.
