I bought this in 1975 as an error coin. Showed it many years ago to a dealer said it was tooled. I don't know. If so, why would anyone mess with it? The area is not a scratch, it is raised.

A piece of steel? wire, or a sliver (shard) off a die on a previous strike(s) may have interposed itself bewteen the die and previous coin(s).
In any case, it looks like die damage to me.

I had a very similar piece but with the line in the reverse field, stretching from the eagle to the legend. It also felt raised and was perfectly straight. I, too, thought it could be an error coin. The half was otherwise a choice XF but cheap due to the line. I took it to the FUN show, and the verdict was a scratch. So, I've since parted with it. That half was an 1829 or 1828 as I recall. The line was about the same length and angle as the OP's.

Post strike damage. It is possible to undercut the field at a sharp angle and raise up a mound or line on the coin. Gentle ptessure can then force the edge back down to hide the cut.

I still find that interesting...I would look under magnification for any signs of a cut.
