That is either a mis-aligned die or off-center. Is the rim the same on the reverse or is it normal?

That is a mis-aligned die error or MD. If part of the design is missing, it would have a premium. Since it appears nothing is missing, it might have a small premium to a specific collector of that type error.

When you say premium can you give me a clue what that means ?And what grade when this cent be you think ?

"Premium" basically means value above the face value, these errors are so common, especially in the earlier memorial cents that I doubt you would find anyone to buy it, even someone specifically looking for misaligned dies wouldn't give much for it. The grade looks like a mid AU IMO but it's difficult to tell by the pictures
