PMD, but perhaps a tiny amount of zinc rot may have made this area slightly more sensitive to damage.

At first glance, I would say it's PMD.
However, I can't give any definitive conclusion until I see the obverse.

I agree with PSD. The rim is bent and this would not happen from a mint error. The taller parts of the design is press inward, another evidence of coin alteration.
