Not an RPM,split plating. Hard to tell from the pics but don't see a DDR.

Split plating with zinc rot forcing the plating upward. Seen this before:
1986---D/D-Lincoln-Cent.-DDR?
Seems to have stop pretty much on the 1990 forward coins when the metal punch stopped being used. The die may have caused a fin on the punched area and it split the plating. IMOHO
