As long as they are below the date it's within mint tolerances.

Prior to 1990, the mint-marks were hand-punched into the dies, which meant that the MM could land up being just about anywhere below the date. Sometimes the position would be corrected, resulting in RPMs (or re-punched mint-marks).

Although the mint-mark on your coin is close to the date, it is within tolerances.
