This is from my first batch of uncleaned coins that I purchased. I believe it is Hadrian. I'll write out what I can actually see.

Obverse: ADRIANVS Bust facing right
Reverse: FO - - - - - VG S-C Fortuna holding rudder

From all this I think I have it narrowed down to RIC 759. It is currently sitting in distilled water, I hope to remove most of the debris. It's low grade, but identifiable! Please post your thoughts on ID!

It does appear to be Hadrian with the reverse of Fortvna AVG (Fortuna standing left hold a cornucopia and rudder).

I find these (Hadrian Sestertius) priced all over the place, even in this condition. How does one go about determining a ballpark value?

Easy way is to go to Vcoins.com and put in a search for Hadrian Sestertius all dates. Then, filter on between 0 and 50 (I would really really struggle to ever see anyone paying 50$) and look at what pops up. Too low? Enter a broader range. Those will be full retail prices.
