1994 Washington Quarter - Internal Die Break?

I have a 1994 Washington quarter (which I have had since 1994) that caught my eye and I set it aside, figuring that one day I would look into an anomaly on the obverse of the coin. I joking called it the "Drooling George" quarter. In the attached picture you will see why. There is a "blob" of metal that looks like it is dripping from Washington's mouth. Is this a coin error? I was thinking it might be from a broken die. Not the best picture, but I figured I'd see what people's thoughts were.
