This is Coop's overlay. Doesn't seem to match up to me, it's probably a plating bubble - try pushing it with a toothpick to see if it flattens or moves:

-Look at clash overlays (in rarer cases the clash could be rotated or offset)
-Check http://www.maddieclashes.com/
-If it's made in the year 1982+ (copper plated zinc often has plating bubble issues) try flattening it with a toothpick
