hard to tell, but those spots look like drops from soldering

Looks like zinc rot has gotten to it.

Could be showing effects of a blow torch. Is the date post-1982? If so, zinc from the core could have bubbled up to the surface, creating those blobs.

Looks like an 88-D, so I'll go with plating bubbles or zinc rot.

To me it looks like someone added a zinc coating to a plated cent with the orange rind appearance on surface. Kind of like putting you underwear on over you pants. LOL It is a sure sign the coin has been altered.

Looks like plain old zinc rot to me. Regadless, it's only worth one cent.
