I got that 1996 Quarter from a roll of quarters.
The picture does not represent the actual flow or color.
I also have a dime. It has a bright green...
I have seen several of these.
I will post the dime.
Nail Polish looks different.

It's not an error regardless. No process at the mint would cause those bright colors.
