Can't see enough of the critical shoulder area on the obverse to make a good call.

Thanks. I think ticks in left obverse field and on sleeve hold this to 64RD, but I may be too conservative here. There seem to be pimple-like dots in several areas - below jaw, above second 9, etc - what can you tell us about them?

I think you should cart it off to PCGS - it could go 67 if the eye appeal is there. Here's what a 67 looks like, compare your coin to the sold coin images on ha.com:
