@RM, definitely post mint damage--perhaps done with a hammer or even a projectile like a BB. We have also seen weird bubbling coming from focused overheating of coins. My money is on the hammer though. In any case, it is safe to spend.

Appears to have been heated by a hot small torch to make a bubble on each side.At some point in time the large bubble was pushed back in.
